The Government has announced changes to Cash ISA subscription limits that are expected to take effect from 6 April 2027, subject to legislation and ISA rules. For many savers, these changes may affect how much they can pay into a Cash ISA in future tax years.

Understanding what is changing, who may be affected and what remains the same can help you make informed decisions about your savings.

What is changing?

From 6 April 2027, the Government intends to reduce the Cash ISA subscription limit for investors under age 65 from £20,000 to £12,000 per tax year. However, the overall ISA allowance is expected to remain £20,000.

This means some savers may have greater flexibility to place part of their annual ISA allowance into other ISA types, while the amount that can be subscribed to a Cash ISA may be lower than under current rules. [

What is staying the same?

While the proposed changes affect Cash ISA subscription limits, several key features of ISAs are expected to remain unchanged:

  • The overall ISA allowance remains £20,000 per tax year.
  • Existing ISA savings are unaffected by the planned changes.
  • Interest earned within a Cash ISA remains tax-free under current ISA rules.
  • ISA allowances will continue to reset at the start of each tax year.

Who could be affected?

The proposed changes are expected to affect ISA savers under the age of 65 who regularly subscribe more than £12,000 into Cash ISAs during a tax year.

Savers who contribute less than £12,000 to Cash ISAs each tax year may see little or no practical difference, depending on their individual circumstances.

What about savers aged 65 and over?

The Government has announced that investors aged 65 and over will retain a Cash ISA subscription limit of £20,000 per tax year.

As with all ISA rules, this remains subject to legislation and any future Government announcements.

Do I need to do anything now?

For many savers, there is no immediate action required.

The proposed changes are not due to take effect until 6 April 2027, and current ISA allowances and subscription limits remain in place until then.

However, some savers may wish to familiarise themselves with the planned changes and consider how they could affect future saving arrangements.
